Caerphilly County Borough Council ("the Council") is undertaking pre-market engagement to inform a future procurement for the Provision of Process Serving. he Council relies on process serving services to support statutory and court proceedings, primarily in relation to Public Law Outline (PLO) matters and care proceedings. These services are time-critical and require providers to deliver court-compliant evidence of service whilst ensuring compliance with safeguarding, information governance and legal requirements. The Council is seeking to better understand the current market capabilities, available delivery models, and emerging innovations before commencing a formal procurement process.
