In summary, the Services comprise: The provision of easy to access to up-to-date, accurate data on every new vehicle make, model, and trim available for sale in Ireland. A database of Irish market vehicles information through an API interface. Information of vehicles of categories M1 and N1 are essential. A compliant open procedure was conducted, the single submission received was unsuitable and unacceptable. SEAI then carried out a Negotiated Procedure Without Prior Publication (NPWP), the content of which was substantively unchanged from the original competition. The NPWP is the most efficient and appropriate procurement route available to SEAI in the circumstances. The outcome of this NPWP is that a direct award can be made Regulation 32(2)(a) of the European Union (Award of Public Authority Contracts) Regulations 2016 (SI 284 of 2016) (the "Regulations").
