The Council is looking for potential suppliers to be awarded a contract for a maximum period of 8 years: The first Framework (Period 1) for a term of 3 years starting from 02/11/2026 to 01/11/2029 and a second Framework (Period 2) for a term of 3 years from 02/11/2029 to 01/11/2032 with an option to extend by 2 years from 02/11/2032 to 01/11/2034 (Period 3). When re-opening at the end of the first Framework Period 1 and the second Framework Period 2, existing Framework providers may either: (a) resubmit the tender submission that formed the basis of their original appointment to the Framework; OR (b) submit a revised or new tender submission for evaluation. All tender submissions received from existing Framework suppliers and any new suppliers seeking admission on to the Framework will be evaluated in accordance with the award criteria set out by the Council at the time. Following evaluation, suppliers will be ranked in accordance with their evaluated scores and appointment to the Framework will be based on that ranking and any other requirements specified in the procurement documents. Existing appointment to the Framework does not guarantee reappointment, and all tender submissions will be assessed on an equal and non-discriminatory basis.

Low Value Works For works with an estimated value of below £5,000 (exclusive of VAT): • The Council may allocate work at its discretion to any Supplier appointed to the relevant Lot. • In making its decision, the Council shall consider, where relevant: o technical suitability; o availability and ability to meet required timescales; o proximity and operational efficiency; and o value for money. Where practicable, the Council shall seek to ensure that work is distributed fairly across Suppliers over time, considering operational requirements. Higher Value Works For works with an estimated value of £5,000 or above (exclusive of VAT): • The Council shall invite all Suppliers appointed to the relevant Lot to submit a quotation, provided that they: o are capable of delivering the requirement; and o can meet the required timescales. Award shall be made on the basis of the most economically advantageous quotation, based on: o price; o ability to meet the specification and programme; and o alignment with the Schedule of Rates and tendered pricing.
