Viittomakielen opetuksen tavoitteena on, että vammainen henkilö pystyy mahdollisimman itsenäisesti toimimaan ja kommunikoimaan tavanomaisessa elämässä viittomakielen avulla. Viittomakielen opetusta järjestetään yksilöopetuksena pääsääntöisesti 20 tunnin kokonaisuus, kuitenkin asiakkaan palvelupäätöksen mukaisesti. Palveluntuottajan vastuulla on järjestää palveluun liittyvä tulkkaus ja hankkia asiakkaan tarvitsema tulkki, mikäli asiakas tarvitsee vieraan kielen tulkkausta. Tarjoajan jättäessä tarjouksen tähän osa-alueeseen, tarjoaja sitoutuu tuottamaan palvelua koko tälle osa-alueelle.
