Maanteiden hoitourakka on tavoitehintainen palvelusopimus, jossa korostetaan tilaajan ja urakoitsijan välistä sopimuksen aikaista yhteistyötä. Maanteiden hoitourakassa urakoitsijalle kuuluvat hoidonjohtotehtävät, hoitotöiden hankinnat ja sopimuksenmukaiset hoitotyöt. Sopimus kattaa maanteiden talvi- ja kesähoidon sopimusasiakirjojen mukaisesti. Sopimukseen sisältyy Oulun urakka-alueella sijaitsevien maanteiden kesä- ja talvihoito. Sopimukseen kuuluvaa tiestöä on yhteensä noin 1 285 kilometriä, josta Ise 2-ajorataista noin 60 km, Ise 1-ajorataista noin 20 km, Is 2-ajorataista noin 10 km, Is 1-ajorataista noin 160 km, sorateitä noin 285 km ja kävely- ja pyöräilyväyliä noin 170 km. Urakkaan sisältyy vesitalousosaston tehtäviä. Urakassa kehitetään laadunhallintaa ja liukkaudentorjuntakemikaalien optimointia hyödyntämällä päätöksenteon tukijärjestelmää (MDSS). Urakka on vaativuudeltaan erittäin vaativa urakka.
