St Albans City & District Council is exploring future options for delivering communal cleaning services across its General Needs (Type A) blocks and two Sheltered Housing schemes (Type B). The purpose of this Pre‑Market Engagement (PME) is to gather early, high‑level feedback from the cleaning and FM market before finalising any procurement approach. This document is not a tender and does not form part of any evaluation. It is a light‑touch exercise intended to understand deliverability, cost drivers, innovation opportunities, and supplier appetite.
