Quarrying works in the north of England (Northumberland) comprise extraction and processing of aggregate from 4 (maybe 5) hard rock quarries, including associated drilling and blasting works. Materials are extracted in relatively small quantities and used in various Forestry England civil engineering applications, mostly for the construction and maintenance of forest roads for the purposes of facilitating timber harvesting. Quarrying operations are therefore undertaken in a number of specific locations, in close proximity to the point of use of the extracted materials. Typically, extraction of materials will take place over a period of a few weeks each year, with material then stockpiled within the quarry, or at other designated locations for use as and when needed. This Framework will be divided in to two Lots: 1. Drilling and blasting 2 . Extraction and quarry development and crushing Lot 1 - Drilling and blasting The Supplier carries out all drilling and blasting operations, in accordance with the Quarries Regulations 1999 particularly Part V and the Explosives Regulations 2014 , and the quarry Health and Safety Document. Blasting activities typically take place at 2 to 5 sites per year, with tonnages between 20,000 and 35,000T per blast. The Client (The Operator) will retain 8.1.(c) responsibilities during blasting operations. The supplier’s named individual will be appointed as the 8.1. (d) and the client will also appoint the supplier’s named individual as the Explosives Supervisor under regulation 25 of the Quarries Regulations for the duration of the Work Order. This requires the Supplier to have capability in the following areas: 1. Provide suitably qualified, competent and qualified personnel to undertake the following duties.  Explosives Supervisor  Shotfirer  Driller  Blast Designer  Face profiler  Trainee Shotfirer (if required)  Handing of explosives  Transportation of explosives  Provide all required survey work relating to the blasting operation. Provide all plant and equipment required including fuels, oils, transportation, explosives and accessories. Lot 2 - Extraction and quarry development and crushing The Supplier carries out all extraction and processing, in accordance with the Quarries Regulations 1999, and the quarry Health and Safety Document. The Client (The Operator) will retain 8.1.(c) responsibilities during operations. The supplier’s named individual will be appointed as the 8.1. (d) deputy quarry manager to supervise the works for the duration of the Work Order. The Client requires the Supplier to carry out the following services to facilitate the extraction and processing of aggregates at Forestry England quarries: 1. Removal of material from processed stockpiles and blast piles. 2. Excavation of raw materials 3. Processing of raw materials including crushing and screening. 4. Provision of stemming material and plant for movement and placement 5. Maintenance and reinstatement of quarry floor and safety features 6. Maintenance and reinstatement of egress and quarry roads, during quarrying operations 7. Crushing of as blasted material. 8. Loading of aggregate during quarry operations 9. Haulage of aggregate to forest locations 10. Daily inspections as required by the Quarries Regulations in accordance with the client’s requirements. 11. We are procuring the services of a specialist demolition contractor to safely and efficiently demolish two defective structures located on the Castle Eden Walkway. The structures are experiencing significant defects and structural failures, and assessments have determined that repairing them to a safe and serviceable standard would incur costs substantially greater than those associated with demolition. After expressions of interest were requested from all 14 suppliers on the NEPO221 Lot 1b framework The tender was sent out to 5 suppliers with 2 bids being returned and the successful supplier scoring 88% of the total 100% available for Price and Quality. No Social Value was requested on this tender as the expected time for demolition is 2 - 3 weeks. The structures no longer serve any functional purpose and therefore do not justify the significant investment required for repair or ongoing maintenance. In addition, their deteriorated condition presents a potential safety risk to members of the public using the walkway beneath and around them. Demolition is therefore the most cost-effective, proportionate, and risk-based solution to eliminate the hazard, protect public safety, and remove the future maintenance liability associated with these redundant assets.

Network Rail intends to establish a multi-lot framework for the delivery of geotechnical and civil engineering works across the Wales and Western Region. The framework will primarily support rock cutting remediation, earthwork drainage improvements, and burrowing management activities, delivered through a design-and-build approach. Suppliers will undertake investigation, design, construction, and handback activities, acting as Principal Contractor, and where applicable, Principal Designer The Framework is divided into the following Lots: • Lot 1 – Wales: Rock Cutting & Drainage • Lot 2 – Western Rock Cutting and Drainage Bidders may submit a tender for both Lot 1 and Lot 2; however, no bidder may be awarded more than one Lot under this Framework Agreement The framework shall be delivered through a 3 year with a +1+1 option to extend. . Where projects are at an early stage of development, Network Rail may instruct suppliers to undertake surveys, investigations, feasibility studies, outline design and detailed design services. Following completion of these activities, the appointment to undertake surveys or design activities does not guarantee award of subsequent construction works. Where an outline scope or performance requirement has already been established, Network Rail may instruct Suppliers on a Design and Build basis. In these circumstances, the Supplier shall be responsible for completing the design and delivering the construction works in accordance with the agreed scope and contractual requirements. Where suitable designs already exist, including schemes previously developed under the Intelligent Client model, Network Rail may issue build-only instructions under the Framework Complex and Bespoke Schemes - Mini Completion Where a scheme is of a complex, bespoke or specialist nature and cannot reasonably be priced using the Schedule of Rates, Network Rail reserves the right to seek a standalone price from one or more Framework Suppliers or undertake a further competition between Framework Suppliers, where this is considered necessary to demonstrate value for money and achieve the optimal delivery outcome. Route to Market Following RISQS becoming a Dynamic Market from 1 April 2026, Network Rail intends to invite all suppliers registered on RISQS and holding the relevant category codes listed within this notice to participate in the procurement process. A valid Network Rail Principal Contractor (PC) Licence will be required prior to ITT launch for any supplier shortlisted following the PSQ stage. The anticipated ITT launch date is 16 November 2026. Suppliers shortlisted for ITT that do not hold a valid PC Licence by this date will not be eligible to progress further in the procurement process. This requirement is necessary due to the safety-critical nature of the works and the need to demonstrate the capability to undertake the Principal Contractor role within the operational railway environment from the outset of the contract. Reason for new PME notice The initial RISQS supplier selection exercise excluded a number of Tier 2 suppliers due to not holding the required PC licence at the point of selection. Following further consideration, the requirement has been amended to allow suppliers to obtain the relevant PC licence by the ITT submission date. The estimated framework value has been amended to reflect the new intended framworks role in supporting, rather than replacing, existing delivery routes.
