Beer Shelf is located on Beer Beach in Beer (SY230891) with vehicle access off The fisherman’s area at the base of Sea Hill. The shelf is a steel frame, with timber deck and handrails. The deck is to allow up to 12 beach huts to sit with an elevated view of the sea. The current decking is at the end of its life, with the timber subframe beyond its life, with signs of rot, causing the decking boards above to lose their purchase. Therefore both the subframe, which sits upon the steel frame, and the decking need to be replaced. Note the steel frame is in good condition, however following removal of the deck, we may use the opportunity to apply a paint system should it be needed. The current handrails are also towards the end of their life so need to be replaced. There are up to 12 beach huts sited on the shelf, and they are owned by individuals. It is assumed they will need to be moved locally to enable the deck replacement. However flat packing them is discouraged due their age, and requirement to re roof.

Hampshire County Council and Devon County Council (the Authorities) will be re-procuring the Southern Construction Framework in early 2026. The fifth generation Southern Construction Framework currently in place is due to expire 1st May 2027. As with previous generations, this framework will predominantly support contracting authorities with construction delivery across the Southeast, Southwest and London regions, however the new framework will be open to all Public Sector Bodies in England should they wish to use it. It is intended to operate for all projects above £1m and will be split into geographic and value-based lots. The previous generation had a framework cap of £4.5bn with an anticipated workload of £1.92bn over the 4 years it is set to operate. As of July 2025, SCF has achieved a workload of £1.59bn (83% of turnover target at 54% of framework duration). It is anticipated that the SCF6 framework cap will be revised up to reflect both the performance and an increase in scope it covers. Southern Construction Framework 6 (SCF6) will be procured by Devon and Hampshire County Councils (the Authorities) in the next 18 months, due to go live from May 2027. We are keen to get early engagement from interested suppliers to help steer and shape our initial set of proposals for the market.

The tarmac surfaced car park has a linear raised kerbed walkway running north to south with a vehicle ramp to access the east portion of the car park. A newly installed public toilet resides on the western face of the car park. Two pedestrian ramps provide access from the north west corner of the car park to elevated chalets buildings. The car park’s surfacing has multiple potholes and large areas of scouring which requires full resurfacing, last undertaken in 2004. There have also been utility trench excavations with subsequent resurfacing leading to separation and further deterioration. The existing levels fall from north to south, feeding to 2No. drainage gullies on the eastern portion, 1No. by the pedestrian walkway and the entrance bellmouth in the western portion of the car park. Land of Canaan (Canaan Way) Car Park is located in Ottery St Mary (SY09520 95571) with entrance and exit access via Fairmile Lane. The car park is bisected by a brick paving road providing access to both southern and northern portions. There is dense vegetation and mature trees surrounding the car park as well as 3No. vegetation islands with shrubbery and tress varying in size. The car park has prevailing fall from south to north towards two sets of linear slot drains that are heavily silted with limited function. At the northwest portion there are 4No. drainage gullies that discharge surface run off to the nearby watercourse. The surfacing has degraded throughout the years with large potholes with existing stone coming away from the surface. With an increase in standard parking bays the existing kerbing will need to be adjusted to accommodate alongside the introduction of 3No. coach bays on the southern portion of the site.
