Project overview Karbon Homes is progressing the decarbonisation of the Byker District Heat Network in Newcastle upon Tyne, a Grade II* listed social housing estate of around 80 hectares, with more than 2,000 connected homes served by the Walker Road Energy Centre and twelve substations. The project is in its commercialisation (pre-procurement) phase, with grant funding secured for this stage. Karbon is supported by HNDC as commercialisation and technical adviser. The opportunity Karbon intends, in due course, to appoint a delivery partner, anticipated to be an Energy Services Company (ESCo), to transition heat generation from the existing gas-fired plant to a low-carbon solution. The solution is currently developed around large-scale water-source (river) heat pumps with thermal storage. The commercial and procurement structure is still being finalised, and this engagement will help inform it. This notice does not commence a procurement or call for competition. Scope of the soft market testing We welcome responses from organisations with capability across the design, build, financing and operation of district heat networks, including potential ESCo partners, EPC / DBOM contractors, and specialist sub-contractors. A Soft Market Testing Questionnaire is available on request and invites views on: * relevant experience and capability in comparable schemes; * appetite for delivery in a live, occupied, heritage-listed residential environment; * appropriate commercial and contracting structures, and parent company guarantee / security positions. How to register interest To take part, or to receive the Questionnaire, please register with our e-Sourcing Portal https://app.panacea-software.com/KarbonHomes/ Should you require technical support with the e-Sourcing portal please email them directly at: * Email: support@panacea-software.com * Phone: 0207 976 0116 Submissions must be via the above e-Sourcing portal. Submitted via postal, or email methods will not be accepted.

Central Swindon North Parish Council invites tenders for a heat decarbonisation programme across four community centres: • Even Swindon Community Centre, SN2 2BG • Des Moffatt Western Community Centre, SN2 1NF • Gorse Hill Community Centre, SN2 8DA • John Moulton Hall Community Centre, SN2 5DU The works include design development from RIBA Stage 3 to Stage 4, decommissioning and removal of existing fossil fuel heating plant, installation of ASHP systems including associated pipework and emitters where required, electrical capacity checks and liaison with the DNO as required, installation/commissioning of BEMS, seasonal commissioning, training, and full handover documentation. This procurement is being conducted as an Open Procedure. Due to PSDS funding constraints the programme is time critical. Due to file size limitations and the technical nature of the supporting documentation, the Heat Decarbonisation Plans, detailed design information, and associated technical appendices are not all hosted within the tender portal. Tenderers must contact the Council at: Procurement@centralswindonnorth-pc.gov.uk To request full copies of the available technical documentation. It is the responsibility of the Tenderer to ensure they have obtained and reviewed all relevant project information prior to submitting their tender. Failure to request or consider the available documentation will not be accepted as grounds for qualification, pricing adjustment, or post-award variation.

East Devon District Council (EDDC) is seeking to engage the market in advance of procuring a long-term Energy Services Company (ESCo) to deliver a new District Heating Network to serve the expansion areas of Cranbrook. The scheme will serve the growth of Cranbrook new town, supplying low-carbon heat to approximately 4,500 new homes and 24,500m2 of commercial space, including three new schools. The project has successfully secured a £5.95 million capital contribution grant from the Green Heat Network Fund (GHNF), administered by Triple Point on behalf of the Department for Energy Security and Net Zero. This funding is intended to support the delivery of low-carbon heat infrastructure and will be made available to the appointed ESCo as a contribution towards eligible capital works. The scheme will be required to meet Future Homes and Future Building standards as set out in the updated building regulations. Planning consent for the network has already been secured under East Devon District Council's Local Development Order (LDO) for district heating, adopted in July 2020. Additionally, the Cranbrook Plan has allocated two hectares of land for an Energy Centre and associated heat network plant and equipment within the development. The new heat network will include heat distribution pipework, and a new heat generation source. The estimated annual heat demand from the new development is 27.4 GWh, with a peak demand of 14.8 MW. A feasibility study has been carried out that has built the technical and economic case for the expansion. The successful bidder will need to develop the design to construction stage. This will involve coordination with the developers and their network builders/operators. The successful bidder will then operate and maintain the network for the duration of the contract in line with industry best practices and the Heat Trust Scheme Standards with a subsequent move to market regulations where applicable. The given contract end date is indicative of the construction end, the expectation is that the successful bidder will then operate and maintain the network for a period of circa 80 years.
