Shropshire Council is undertaking a secondary preliminary market engagement (PME) exercise in advance of a planned procurement for the delivery of publicly accessible electric vehicle charging infrastructure (EVCI) across Shropshire. Since undertaking its initial market engagement exercise, the Council has refined its proposed delivery model, concession structure, funding assumptions and site identification methodology. This secondary PME is intended to test these emerging proposals with the market and ensure that the eventual procurement is structured to maximise competition, attract investment and deliver a sustainable, equitable public charging network across Shropshire. The Council intends to procure a concession contract for the supply, installation, connection, operation and maintenance of electric vehicle charging infrastructure funded through the Department for Transport's Local Electric Vehicle Infrastructure (LEVI) Fund. This secondary PME is being conducted in accordance with the market engagement provisions of the Procurement Act 2023 and is intended solely to inform the design and conduct of a future procurement. Participation in this engagement exercise will not confer any advantage or disadvantage in any subsequent procurement process. The Council currently anticipates commencing a formal procurement process during 2026, with contract award anticipated in 2027. Background Shropshire currently has approximately 546 public charge points. The Council has secured £2,006,000 of LEVI funding and expects to facilitate the deployment of over 550 additional charge points across the county. The programme is intended to improve access to EV charging, particularly for residents without access to off-street parking, and support the transition to electric vehicles across both urban and rural communities. Proposed Opportunity The Council is considering appointing a charge point operator under a concession contract to: Design, install, connect and operate EV charge points; Maintain and manage the charging network; Invest alongside the Council's LEVI funding; Deliver charging infrastructure on-street and on Council-owned land. The network is expected to comprise primarily 7kW charge points, supplemented by 22kW fast chargers and a limited number of rapid chargers where site conditions and network capacity permit. The Council is currently proposing a concession term of 15 years, with an option to extend by two years. The Council's current expectation is that the appointed concessionaire will be responsible for: Detailed design and delivery of the charging network; Supply, installation and commissioning of charging infrastructure; Distribution network connections; Operation, maintenance and management of the charging network; Customer services and payment systems; Asset lifecycle management and replacement; Reporting and performance monitoring requirements. The anticipated charging mix is expected to include: Primarily 7kW standard charging infrastructure; 22kW fast charging infrastructure where site and network conditions permit; A limited number of rapid charging installations of 50kW or greater where commercially and technically viable. Charging infrastructure is expected to be located principally on-street and on Council-owned land. Further information regarding the proposed site portfolio and deployment expectations will be made available at procurement stage. Use of Core Supplier Information Suppliers should note that any future procurement undertaken under the Procurement Act 2023 is expected to require suppliers to be registered on the Central Digital Platform (Find a Tender) and to maintain up-to-date Core Supplier Information in accordance with Regulation 6 of the Procurement Regulations 2024. Areas for Market Feedback The Council particularly welcomes feedback regarding: Traffic Regulation Orders (TROs) and their management Site assessment and selection Site design and stakeholder engagement Communications and customer engagement Participation Important Information This notice: Does not constitute a call for competition; Does not commence a procurement procedure; Does not constitute any commitment by the Council to procure the services described; Is issued solely for market engagement and information gathering purposes. Any future procurement opportunity will be advertised separately in accordance with applicable procurement legislation and published via the Central Digital Platform (Find a Tender).

Warwickshire County Council (the Council) is responsible for arranging the reprocessing of waste collected at its HWRCs. Eight of the HWRCs are operated directly by the Council, while Judkins HWRC is operated on the Council's behalf by a Supplier. The waste management team ensures that waste from the HWRCs is managed in accordance with the waste hierarchy and the Council's waste strategy. To support this, the Council has a number of contracts in place for the reuse, recycling, recovery or disposal of waste materials brought into the site by the public, the waste collection authorities and traders. The location of Warwickshire HWRCs is shown in Annex A. The number and location of HWRCs, together with site operational practices may be subject to change throughout the life of the contract. 1.2 One of the waste materials the Council needs to have a reprocessing contract for is inert waste. Use of public transport, particularly bus services, has been in decline in the UK for a number of years running up to 2020 and the COVID-19 pandemic. This trend has been reflected across all demographics. Nationally, to try and increase the number of people using bus travel, the Department for Transport is running a £3 Adult Single Bus Ticket flat fare pilot across the UK, which will run until at least March 2027. This is an opt in scheme for bus operators who are compensated for signing up to the scheme. In December 2022, Warwickshire County Council formed The Warwickshire Enhanced Partnership for Buses, signed up to by all bus providers in the County and which aims to support the improvement of bus services across Warwickshire and provide residents with a viable, affordable and environmentally friendly alternative to car travel. Following an extensive branding exercise, it was decided that The Warwickshire Enhanced Partnership for Buses would be branded as Warwickshire Buses. The only data available on bus usage is provided by Stagecoach (which covers c.80% of bus usage in Warwickshire). This shows a decline in passengers and journeys: WarwickshireBuses_StagecoachUsageData.xlsx Between April 2024 and December 2025, the Council worked with an external agency to deliver a young person (aged 14 to 24) bus marketing campaign - "Get the Bus with Two/A Few Squid". The scope of this campaign was to deliver a digital marketing and advertising campaign, which resulted in an increase in bus patronage that varied between 10% and 13% over the height of the campaign. The detail of this campaign, including media placements and performance, will be shared with the successful agency. Bus Campaign 2026 The Partnership has therefore taken the decision to further dedicate an amount of its Bus Service Improvement Plan (BSIP+) funding from central government for 2026/27 to create a series of marketing campaigns to increase bus use amongst the following groups: • Young People aged 14 - 25 • Adults aged 25 - 50 (including People with Young Children) • Residents eligible for Warwickshire Concessionary Bus Pass (aged 66+) The main aims of the campaign are: 1. To increase take-up of Warwickshire bus services by the targeted groups. 2. To increase traffic on the WCC Public Transport Pages, which will be refreshed by Warwickshire County Council to provide more useful information including information specifically for these target audiences. https://www.warwickshire.gov.uk/public-transport 3. Raise awareness of the Warwickshire Concessionary Bus Pass and increase take-up amongst eligible older adults. 4. Rase awareness of improved Warwickshire bus fleet, with an emphasis on change and transformation (uplifted passenger experience), ease of access, speed of boarding (smart ticketing) and ease of payment (fast).
