Delivery of York's home to school transport service for multiple routes to our maintained schools. We expect these to be delivered via buses of varying sizes and taxis. Our previous contract was split into 7 Lots with an approximate value of £5.6million total (excl VAT). Whilst we expect the value to remain similar but in line with cost increases, we are considering a restructure of the Lots. York is also considering including some of the shared routes for our Adult Social Care needs. This may increase the total value of the procurement by a further £400,000 excl VAT.

Food crime poses a significant cost to the UK economy, estimated to be between £410 million and £1.96 billion per year . Food crime encompasses a broad range of activities, including adulteration, substitution, misrepresentation, illegal processing and other forms of fraud that undermine food authenticity and integrity. The impacts of food crime extend beyond direct economic losses, affecting consumer confidence, public trust in the food system and the reputation of the UK food sector. Tenderers are invited to submit proposals setting out how they would deliver research to develop a robust, evidence-based framework and methodology for assessing and communicating the impact of the NFCU on an ongoing basis. The proposal should provide a detailed description of the proposed methodological approach and include a set of clearly defined deliverables comprising: • A final research report, setting out a practical methodology for the ongoing assessment of NFCU impact; • An updated and expanded methodological framework; and • A suite of repeatable public-facing impact measures with practical implementation enabling communicable realised impacts.

The University of York is issuing this Pre-Market Engagement (PME) notice so we can engage with the "Certified Okta Consultant" market as defined in our Planned Procurement Notice (PPN) 2026/S 000-095516; and subsequently an Invitation to Tender (ITT). This PME notice is published to trigger Expressions of Interest (EoI) and to allow for a Non Disclosure Agreement (NDA) to be issued. The prerequisites for receiving the NDA and having a successful EoI are stated in the related PPN. If you consider yourself to be a "Certified Okta partner with at least "consultant level certification" or higher you are applicable for this PME and to be considered for participation in our subsequent Invitation to Tender (ITT) . The University will therefore conduct a closed PME, in advance of tendering for a Technical Implementation Partner (TIP) to implement its new Identity and Access Management (IAM) platform, Okta. Okta has already been determined through a separate procurement exercise. The proposed PME is therefore focused on the implementation of the platform, including the scope of implementation services including configuration and integration, delivery approach, resourcing, timescales and commercial model. The University is seeking to engage with organisations with the prescribed OKTA experience shown in the attachment to the PPN and accreditation for delivering enterprise IAM implementations, particularly within complex UK or EU higher education or similar public sector environments. You will be required to evidence this experience and accreditation as part of our PME and ITT which will rapidly follow this notice.

The objective of microbiological food safety research themes is to provide robust information on the presence, growth, survival, and elimination of pathogenic microorganisms throughout the food chain; the extent, distribution, causes, risks and burden of foodborne disease will also be considered where appropriate. The reduction of foodborne disease has been one of FSA’s key objectives in ensuring food safety. The reduction of foodborne disease is a continuing priority, ensuring that food produced and sold in the UK is safe to eat. We are taking a targeted approach to the control and reduction of individual pathogens, with the aim of reducing the overall burden of foodborne disease in the UK. Lot 1. Survey design, sample collection at retail and transportation to the testing laboratory. - Failed procurement, retendered via separate procurement process. Lot 2. Microbiological testing, data analysis, reporting and archiving of recovered bacteria and their AMR profile

The University of York is issuing this planned procurement notice so we can advise of our intent to issue a Pre-Market Engagement (PME) and subsequently a Invitation to Tender (ITT); however that ITT will be limited to a specified and limited cluster of parties as defined in the attachment to this notice. All subsequent notices will limit the participants to a competitive process, but not one that is open to the entire market. If you consider yourself to be a "Certified Okta partner with at least "consultant level certification" or higher you are applicable for this PME and ITT. You should contact the University at the prescribed email address or contact Okta as their verification will be required. The University is seeking to engage with organisations with the prescribed OKTA experience shown in the attachment and accreditation for delivering enterprise IAM implementations, particularly within complex higher education or similar environments.
