YPO as the lead authority, together with collaborating authorities ESPO and NEPO, are seeking to establish a compliant route to market for the provision of insurance brokerage and associated services, for use across the whole public sector. YPO is managing this procurement process in accordance with the Procurement Act 2023. This is a service Framework being procured under the open procedure. The aim of the solution is to provide high-quality insurance brokerage services to public sector organisations who often have complex liabilities and require specialised, high-capacity insurance products. YPO seeks to appoint brokers who have scope and capacity to provide all services and products that public sector contracting authorities may require.

Framework details
Tenderers must submit pricing information in accordance with Appendix 2a - Insurance Brokerage - Broker Services Pricing Schedule. The submitted pricing shall not be evaluated. Tenderer agrees to fix pricing for an initial period of 12 months from the commencement of this Framework Agreement, with any subsequent price amendments to be agreed in writing with YPO at least 45 days before any proposed changes. The mechanism for Provider selection for an Award Without Competition by OCAs or YPO will be as follows: Step 1 - Contracting Authority conducts a desktop analysis of the brokerage services schedule to identify the Provider(s) that can meet their service requirements in line with Appendix 2a - Insurance Brokerage - Broker Services Pricing Schedule. If only one Provider is able to meet all the Contracting Authority service requirements, then this Provider shall be deemed to provide the MAT. Step 2 - If more than one Provider is able to meet all the Contracting Authority service requirements, Contracting Authority conducts a desktop analysis of the scores achieved by Providers at framework level for the Quality, Price and Social Value award questions. The Contracting Authority selects three priorities for their procurement based on the award questions evaluated at framework level. The MAT is determined based on the weighted scores achieved by Providers at framework level for the three priorities selected by the Contracting Authority. Step 3 - If the Contracting Authority is unable to determine the MAT based on the three priorities for their procurement, a fourth priority (based on the award questions evaluated at framework level) is selected. The MAT is determined based on the weighted scores achieved by Providers for the fourth priority selected by the Contracting Authority. Step 4 - If the Contracting Authority is unable to determine the MAT based on Steps 2 and 3 above, a further desktop analysis of the broker services pricing schedule and commission levels shall be conducted. The Contracting Authority can conduct a bulk evaluation of the pricing in line with their requirements and the hourly rate pricing and commission levels offered by Providers to determine the MAT. Step 5 - The outcome of the desktop analysis should evidence the MAT outcome for the Contracting Authority, which could include: - Provider able to deliver in line with the Contracting Authority's priorities. - Actual monetary savings (for example savings against current contract, monetary savings from the tender exercise, savings made from efficiencies) - Projected monetary savings (for example savings from avoiding cost of change, savings in commission levels etc.) The mechanism for Provider selection under a Competitive Selection Process by OCAs or YPO will be as follows: All Providers awarded to the Framework Agreement will be invited to bid in the process. Providers will be required to submit "sealed bids" via the customer's choice of e-tendering site. The Award Criteria for such competitions are specified below: Cost: 10-40% Quality: 60-90% Social Value: 5-30% Where Contracting Authorities flex the Award Criteria to suit their individual requirements, the overall Award Criteria must total 100%. It is intended that each time a Contracting Authority runs a Competitive Selection Process, the award decision will be based on the above criteria. Contracting Authorities have the flexibility to adjust the award criteria weightings at the Competitive Selection Process stage as stated above. Customers, at their own risk, may flex the recommended Competitive Selection Process weightings within the permitted ranges specified above, depending on whether the customer requirement is Quality, Social Value and/or Cost driven. YPO recommend that at least two (2) award criteria are reopened if a Contracting Authority wish to flex the Award Criteria at Competitive Selection Process stage. Contracting Authorities will apply a scoring scale of their own choosing to evaluate responses to the above criteria. The exact scoring scale will be determined at the Call-Off Competitive Selection Process stage and made clear within the relevant Call-Off documents. It is intended that most Competitive Selection Processes ran under this Framework will be conducted using a one stage process. However, Contracting Authorities have the option to incorporate one or more of the following elements into their one-stage Competitive Selection Process: - particular delivery timescales; - budgetary requirements - particular invoicing arrangements and payment profiles; - re-establish pricing; - Social Value in relation to the Call-off Contract and/or compliance with Social Value measurement tool It is intended that most Call-off competitions under this Framework will be conducted using a single stage open process. However Contracting Authorities have the option to incorporate one or more of the following elements into their Competitive Selection Process: - Conditions of Participation and/or Mandatory Requirements; - Negotiation; - Best and final offers; - Provider presentations. The exact Competitive Selection Process procedure will be described by the Contracting Authority in the Call-off competition documents. In accordance with the Procurement Act 2023, the customer may choose to refine or amend the terms of the Call-Off Contract provided they do not alter the overall nature of the Framework or intended Call-Off Contract and its core terms. Any such amendments must also comply with the conditions set out in Schedule 8 and section 74 of the Procurement Act 2023. Any such amendments will be contained within the Competitive Selection Process documents and/or Letter of Appointment prior to award.
