The Counter CBRN Delivery Team, part of the UK Ministry of Defence (MOD), intends to award a contract to BBI Solutions for the continued manufacture and supply of the currently fielded Lateral Flow Devices (LFDs). The contract will be for a period of 4 years followed by two one-year option years. The value of the contract including the option years will be approximately £41M excluding VAT. The contract will provide continuity of supply whilst the Authority undertakes and completes a full open commercial competition for the longer-term provision of this capability. The LFDs form a critical component of the MOD's biological detection and identification capability and are employed to support operational readiness and defence outputs. Any interruption to the manufacture and supply of these devices would present a significant risk to capability availability, training activities, stock sustainment and operational preparedness. It is considered that the direct award of this interim contract is lawful in accordance with Section 41(1) of the Procurement Act 2023 and Schedule 5 for technical reasons. BBI is currently the sole organisation possessing the necessary technical knowledge, manufacturing processes, quality assurance arrangements, validated production methods, intellectual property, specialist reagents and approved supply chain required to produce the extant LFDs to the required specification. The existing LFD design, manufacturing process and associated technical data have been developed, qualified and proven through BBI's established production arrangements. Transitioning manufacture to an alternative supplier before completion of a competitive procurement activity would necessitate technology transfer, revalidation of manufacturing processes, qualification testing, quality assurance approvals and regulatory assurance activities. These activities cannot be completed within the timescales required to maintain uninterrupted supply. The Authority has determined that no reasonable alternative exists that could provide the required products in the necessary timeframe, quality standard and technical configuration without generating disproportionate technical, schedule and operational risk. Consequently, BBI is presently the only supplier capable of meeting the Authority's immediate requirement. This proposed direct award is intended solely as an interim measure to ensure continuity of supply and sustain operational capability until a full and open competition can be conducted. The Authority remains committed to undertaking a competitive procurement exercise to determine the longer-term provision of this requirement.

In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our Supply of Over Labelled Pre-Packed Medicines requirements. This is to supply over-labelled medical pharmaceutical articles, including branded products. Over-labelled medicines have pre-defined products and doses, with a pre-printed specific MOD label containing instructions and other information. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement. To request the PMEN documents please contact: Name and Email address christina.brice103@teamleidos.mod.uk In the email request the documents related the Supply of Over Labelled Pre-Packed Medicines. The documents will then be sent for completion and should be returned to the same email addresses before the deadline. Responses are required as soon as possible to inform next steps, but the PMEN will remain open until 26/10/2026 The value of this framework is estimated to be between £ 3,500,000 and £4,000,000

Further Justification for Direct Award: The selected procurement route is a PA23 regulated below‑threshold direct award, to be delivered through the establishment of a catalogue‑based arrangement. This forms part of an initiative to transition expenditure from off‑contract to on‑contract spend, thereby strengthening procurement governance, financial control and demonstrable value for money. For the purposes of this arrangement, a catalogue is defined as a structured schedule of pre‑priced goods (and associated descriptions, codes and units of measure) made available to multiple clinical departments and specialties via the Trust’s recognised ordering systems, enabling requisitioners to draw down approved items against an agreed set of terms and prices. Such catalogues typically encompass a diverse range of product lines which would not naturally be grouped into a single tender exercise due to differing clinical applications, technical s

Supply and daily delivery of Pre-Prepared Radiopharmaceutical Kits used in Nuclear Medicine Diagnostics. The service is critical to the delivery of time-sensitive diagnostic procedures, particularly those related to cancer pathways. Due to the nature of the product - radioactive isotopes with rapid decay - the supply is geographically restricted and must adhere to extremely tight production and delivery timelines. Kits must be delivered to the Trust by 7:00 am each day, with no shelf life available, requiring a fresh supply every 24 hours to maintain operational continuity.

The Clinical Biotechnology Centre at NHS Blood and Transplant is an MHRA-licensed facility for the manufacture of investigational medicinal products, including advanced therapy medicinal products (ATMPs) and other biotechnology products such as plasmid DNA, viral vectors, and therapeutic proteins. The organisation intends to initiate a procurement process for the supply of advanced, high-performance, and cost-effective endonucleases to support the removal of nucleic acids from ATMPs, particularly gene therapy vectors, including adeno-associated viral (AAV) vectors and lentiviral vectors. The endonuclease must exhibit non-specific nuclease activity against a broad range of nucleic acid substrates, including DNA, RNA, plasmid DNA, synthetically produced DNA, enzymatically produced DNA, and other nucleic acid modalities used in viral vector manufacturing. The enzyme should retain activity under physiological pH and salt conditions, while also maintaining high enzymatic performance across a broad pH and salt concentration range. Demonstrated suitability for use in viral vector manufacturing processes employing HEK293 suspension cells cultured in stirred-tank bioreactors will be considered an advantage. Suppliers should also demonstrate that residual endonuclease can be efficiently removed from the viral vector product using a defined set of purification methods commonly applied in bioprocessing. A key requirement is the availability of GMP-qualified and validated analytical assays for the quantification of residual endonuclease at different stages of the manufacturing and purification process. The supplier must provide such assays either directly or through authorised analytical service providers. The supplier should be able to provide endonuclease in multiple quality grades, including R&D grade, GMP-compatible grade, and GMP-qualified grade. It is also essential that these materials are available in quantities suitable for small, medium and large-scale production. Suppliers must provide comprehensive technical and scientific documentation to support the quality attributes and performance characteristics of the endonuclease. Enzymatic activity should be demonstrated using appropriate standards or reference materials relevant to viral vector manufacturing. Overall, the endonuclease must be highly efficient, scalable, and cost-effective, and suitable for the manufacture of clinical-grade viral vectors. Appropriate analytical methods must also be available to support testing of product quality and residual endonuclease levels in drug products intended for human clinical use, in accordance with applicable national and international regulatory requirements.
