This notice is to inform that pre-market engagement has already occurred and is not opening an opportunity for further engagement. An informal conversation took place with a potential supplier to better understand whether the proposed work was feasible. We wanted to assess potential scale of the requirement, gain a better understanding of the possible delivery options, and establish what types of support were available. This informal engagement was exploratory and intended solely to inform our approach. No commercial discussion took place.

The Gladiator system is a MOD-owned innovative, distributed, synthetic operational training capability that delivers high-fidelity, secure, and cost-effective team and collective training for Force Elements (FE); its agility has also enabled the RAF to use the capability for other modelling and simulation-based activities. It enables training across multiple domains alongside partner nations, and at a scale and complexity not achievable in live environments. By linking simulators to a central hub, Gladiator overcomes real-world constraints such as airspace limitations, costs, environmental factors, and operational security, providing a safe and scalable training solution. SPARTAN is aiming to leverage the technology, systems and services developed by the Gladiator Programme to build a Distributed Synthetic Training Hub to deliver Maritime Collective Training to RN surface units. This will require systems onboard the operational platforms, but the first step is to develop a Hub that can develop, deliver and debrief training scenarios and synthetic tracks via Tactical Data Links. Initially this will be developed using the existing capabilities of Gladiator, but in time SPARTAN will be developing new digital assets, scenarios, terrains to deliver training scenarios that can represent the complexity, mass and speed of modern threats. The Gladiator and Spartan Core Systems and Services Contract seeks to deliver: a. Support, Sustainment and Enhancement of System Capabilities b. Platform Integration and Capability Development c. Interoperability Across Defence Forces d. Incorporation of the Royal Navy SPARTAN Requirements

Defra is the UK government department which is responsible for improving and protecting the environment. Defra aims to grow a green economy and sustain thriving rural communities, and also support the UK's world-leading food, farming and fishing industries. The Defra Research Evidence Portal project has been established to modernise the technology services that enable the delivery of the Defra organisations requirements to publish Defra’s research and development information and capabilities for open access publication, to support integrated discovery and exploitation of Defra Group R&D (Research and Development), facilitating evidence synthesis and to also manage publications and knowledge curation activity where required for staff only. Defra also has a requirement to publicly release its Research and Development (R&D) reports to modern, accessibility and timeliness standards, for open access dissemination and exploitation and reuse. Currently there are multiple assurance, publication processes and document storage facilities in use across the Defra group, many reliant on legacy technologies. Modern Research Data Management technology services offer publication capabilities and interoperability with data and analytics services to maximise the dissemination and potential exploitation of R&D both by Government, industry and publicly to speed innovation for growth and societal benefits. The Defra Library provides scientists, researchers, and policy makers, in Defra, Natural England and APHA (Animal and Plant Health Agency) with specialist library services. It also provides services to customers in other Defra group organisations on a call-off basis. The Defra Library provides a wide range of print and digital assets to users. A range of technology services are used to deliver these, however currently, the technology used is fragmented and incudes several legacy technology services and has not been historically associated with the assurance and publication of Defra produced R&D outputs (historically positioned within the Central Science Division, under the Chief Scientific Adviser, (CSA)).
