Yorkshire Water Services Limited is undertaking preliminary market engagement ahead of a proposed procurement for the CM3640 Networks Emergency & Resilience Framework. We are seeking to broaden our supply chain and work collaboratively with suppliers to strengthen wastewater delivery capacity. We would like to understand what would enable suppliers to work with us, provide reliable resources and build additional capacity. We particularly welcome interest from organisations not currently working directly with Yorkshire Water, including specialist contractors and SMEs. Suppliers may express interest in individual activities or end-to-end delivery. We are open to exploring alternative delivery solutions, including separating activities within end-to-end delivery to enable more specialist suppliers to partner with us. The proposed framework will supplement existing contractual arrangements, supporting proactive and reactive work, including emergency response, through four proposed activity-based lots. The descriptions below are indicative and non-exhaustive. They outline the activities currently envisaged for each lot and do not represent a finalised scope: Lot 1 — Civils support: Excavation, sewer repairs and lining, ironworks, manhole refurbishment, backfilling and reinstatement. Lot 2 — Non-civils support: Sewer jetting and cleansing, recycler services, CCTV surveys and associated operational labour. Lot 3 — Process and pumping: Rising main repairs and pumping support, repairs after rising main, temporary overpumping, testing, mechanical, electrical, instrumentation, control and automation (MEICA) support, and reporting. Lot 4 — Mitigation and tankering: Wastewater tankering and temporary mitigation measures supporting incident response and operational continuity. The scope, activities and interfaces between lots will be refined through market engagement and development of the procurement. Activities may be added, amended or allocated differently between lots. Through this engagement, we wish to explore: Supplier capability, geographical coverage and additional resource availability alongside existing commitments. Mobilisation times, emergency response capability and opportunities to develop capacity. Direct delivery, subcontracting and partnership models. Commercial arrangements, planned work packages and advance notice that could improve resource availability and pricing. Barriers to participation, including whether requirements for end-to-end delivery could limit specialist supplier involvement, and how alternative delivery arrangements could enable suppliers to participate and commit resources. Interested suppliers are invited to help shape the scope and develop a practical delivery approach. Feedback will inform the detailed requirements and procurement approach. This notice is for preliminary market engagement. Participation does not guarantee an invitation or appointment under any future procurement, and non-participation will not prevent suppliers from responding to a subsequent tender. Yorkshire Water has not committed to proceeding with the procurement. The final scope, estimated value, duration and procurement approach remain subject to confirmation.

Proposed Procurement and Delivery Approach DCMS is considering a two-stage appointment for the Principal/Main Contractor, comprising an initial Pre-Construction Services Agreement (PCSA) for Early Contractor Involvement, construction planning, buildability review, supply-chain engagement and development of the construction price, followed by a separate commitment to the main construction works. Swanley Town Council is seeking suitably qualified and experienced contractors to undertake the excavation, removal, reconstruction and improvement of two existing footpaths. The project aims to improve accessibility, durability and the overall quality of the footpath network through the installation of wider, fit-for-purpose pathways that meet the requirements of their intended use. The works will comprise the following: Footpath One Footpath One extends approximately 355.4 linear metres and will broadly follow the alignment of the existing footpath. The pathway will be widened to provide a finished width of approximately 2.5 metres, excluding edging. The construction must be suitable for occasional vehicular access, with the appropriate sub-base and construction specification provided to accommodate this requirement. Footpath Two Footpath Two currently measures approximately 29 linear metres and will be extended to approximately 62.3 linear metres. The completed pathway will provide a finished width of approximately 2 metres, excluding edging, improving the provision and usability of the route. Surfacing Options and Construction Requirements The Council is currently exploring a range of surfacing options for the proposed footpaths, including self-binding gravel, tarmac and block paving. Contractors may be required to consider the suitability, durability, maintenance requirements, accessibility and whole-life costs associated with these options to help inform the Council's final decision on the preferred surfacing materials. The appointed contractor will be expected to undertake the necessary excavation and removal of existing footpath materials, prepare the underlying formation, install an appropriate sub-base and construct the new footpaths in accordance with the agreed specification. The works will also include suitable edging, finishing details and any associated reinstatement required to leave the completed pathways in a safe, stable and serviceable condition. All works must be carried out to an appropriate professional standard, with due consideration given to site conditions, public safety, drainage, accessibility and the long-term performance of the finished surfaces. The contractor will be responsible for ensuring that the construction methods and materials used are suitable for the intended use of each footpath. The Council is seeking a cost-effective and durable solution that provides improved pedestrian routes, meets the operational requirements of the site and offers good long-term value for money. Arrange for a site visit if required by contacting (George) gbrooker@swanleytowncouncil.gov.uk Apply by sending your quote to (Ryan) rhayman@swanleytowncouncil.gov.uk

This market engagement questionnaire is issued in accordance with Guys & St Thomas’ NHS Foundation Trust (GSTT) procurement and governance procedures. The issue of this questionnaire follows GSTT approval to engage with the market to gauge capacity and interest for the procurement of the GSTT Ward Refurbishment programme. As one of the UK's largest and most successful NHS Foundation Trusts, GSTT leads in healthcare innovation and excellence. Centred in London, the Trust incorporates five hospitals, each with a rich legacy of clinical brilliance and pioneering research. The hospitals include: - Guy’s Hospital; - St Thomas’ Hospital; - Evelina London Children’s Hospital; - Royal Brompton Hospital; - Harefield Hospital; - Associated Community Sites. The GSTT Ward Refurbishment Programme covers ward refurbishments across the above GSTT estate, aimed at ensuring the Trust’s estate remains fit for purpose, and best placed to ensure the continued delivery of clinical excellence now and into the future. The Ward Refurbishment Programme will adopt a tiered, risk-based scope, enabling investment to be proportionate to clinical, infrastructure, and statutory risk. The final scope for each ward will be confirmed following detailed surveys, risk assessments, and cost modelling. This approach allows the programme to prioritise highest-risk interventions while maintaining affordability and operational continuity. As such, this procurement exercise will need to incorporate a degree of flexibility, and centres on the development of a long-term partnership essential to ensure the successful delivery of this important programme. The key Trust objectives underpinning this procurement exercise are: - Ease of use – GSTT are currently delivering a significant number of construction projects across the GSTT estate. These appointments need to facilitate the ease at which these projects are delivered. - Equal Opportunity – the tender should provide equal opportunity to all suitably qualified tenderers and does not restrict SMEs and smaller local suppliers. - Flexibility of Value – successful tenderers should be able to be appointed across a range of construction values. On this basis the contractual and pricing mechanisms should allow flexibility to suit different value bands. - Flexibility of Scope – the tender should allow flexibility to potentially support wider clinicalspace refurbishment projects across the Trust (excluding specialist areas such as theatres, cath labs and major medical equipment programmes which will require separate procurement routes). - Social Value – the tenders should promote genuine social value for GSTT and the local environment. - Continued workflow – the tender should facilitate the continued instruction of work with a permanent contractor presence on site, although this will not be guaranteed. - Speed of delivery – GSTT require a procurement mechanism which will allow access to the market at the earliest opportunity. Whilst specific work scopes are to be developed, the works are likely to include general ward modernisation, ventilation upgrades, building safety compliance works (including Building Safety Act Gateway 2 applications where required), and integration with existing specialist systems (building management systems, nurse call, medical gases, security, fire alarms, data and IT).
