The East West Railway Company (the Authority) is responsible for the delivery of East West Rail (EWR), a Nationally Significant Infrastructure Project providing new and upgraded rail links between Oxford, Milton Keynes, Bedford and Cambridge. EWR Co. is responsible for leading the development, procurement, and commissioning of the railway. The Authority is undertaking preliminary market engagement in advance of a planned procurement for Client Support Framework (CSF) Partners to support the development and delivery of the EWR programme. This notice is issued to inform the market of the Authority's current thinking, to seek clarifications and respond to all interested suppliers. This is not a call for competition. Overview of the Intended Contract The Authority is considering the establishment of a 3 lot / single appointed supplier per lot framework for the provision of Client Support Services (CSF) for a period of up to twelve (12) years, with performance and scope breakpoints at Years 3, 6 and 9. Relationship with the ITOAE Partner The Authority is separately considering the procurement of an Integration, Technical, Operations, Assurance and Environmental (ITOAE) Partner. The Authority's current position is that the CSF partners will be structurally separated from the ITOAE, such that the appointed CSF Partners will not be eligible to be appointed under the ITOAE for the duration of the CSF contracts. The purpose of this separation is to protect the independence of assurance and advice, to mitigate real or perceived conflicts of interest, and to align with independent review findings on major programme governance (including the Stewart Review, 2025). The Authority is testing this position through this preliminary market engagement. The final Conditions of Participation will be confirmed in the tender documentation and will be set in accordance with the Authority's obligations under the Procurement Act 2023 and the Procurement Regulations 2024. This opportunity is for The University is seeking to enter into a Framework Agreement (Agreement) for the provision of Project Management Consultancy (Consultancy) across its campus. Whilst there may be a need for the External Project Manager service this Agreement will focus on delivery of the Internal Project Management service meaning the Consultants will work for the interests of the University, oversee multiple projects at any one time, and coordinate stakeholders, external consultants and contractors on behalf of the University. A key driver for this model is that many of the projects that need to be completed are small in value so individually would not warrant external project managers for each but nor does the University have the in-house capacity to deliver these services. The Consultancy required is broad in nature and may be used for extensions to existing buildings, conversion/refurbishment of existing buildings, works to ensure compliance with various legislative requirements, e.g. legionella, fire safety, DDA, mechanical and electrical engineering works and enabling works in advance of major capital works projects. Refer to Schedule 5 (Specification) for more information about the requirements. This framework agreement will be for projects with a net construction cost of up to £2.5m each, it is anticipated that the University will spend circa £920,000 ex VAT on the Project Management services over the 4 year agreement term, and the University anticipates awarding to 2, or 3 suppliers.

The UK’s public telecommunications networks are a critical national infrastructure (CNI) subsector, underpinning the functioning of every other CNI sector, the digital economy, and essential public services, for which the Department for Digital, Culture, Media and Sport (DCMS) is the lead government department. Their continued availability, integrity and confidentiality are fundamental to national security, economic resilience, and the everyday lives of UK citizens and businesses. Telecoms operators manage complex, large-scale, geographically distributed systems, including exchanges, data centres, transmission sites and access network assets , which are increasingly attractive targets for hostile state and state-aligned actors seeking to disrupt, degrade or exploit UK infrastructure. Physical compromise and insider threat are significant attack vectors that hostile actors could seek to exploit. Strengthening physical and personnel security across the sector is therefore a priority area of work for DCMS. DSIT is exploring options for obtaining specialist support to undertake a physical and personnel security assessment of UK public telecommunications networks and services. We are seeking engagement from accredited security consultancy firms to conduct a sector-level physical and personnel security assessment of UK public telecoms networks and services. This should include assessment of current vulnerabilities and potential threat vectors, and set out a prioritised list of recommended mitigations for operators to reduce the risk of security compromise stemming from physical and personnel security vulnerabilities. This list of prioritised mitigations should identify how existing NPSA guidance can be applied to address telecoms sector vulnerabilities. An estimated project commencement date is October 2026 , to conclude in February 2027, subject to a tender launch and agreed contract. Some of the core deliverables are listed below: A detailed report setting out: (i) current physical and personnel security vulnerabilities within the UK’s public telecoms networks and services, (ii) physical and personnel security threat vectors (i.e. how threat actors could exploit these vulnerabilities, not a threat assessment), and (iii) a prioritised list of mitigations for operators to take to reduce the identified physical and personnel security risks - this should include identification of how existing NPSA guidance can applied to address telecoms sector vulnerabilities.
